On 28 Nov. 1861 Helsley writes that 80,000 troops are assembled but they won't move until there is 100,000. He believes that some will be left in Ky. to starve out the rebels when the rest go to TN. In a letter of 18 Nov. 1861 he comments on slavery in Ky.
