Reprint of a proclamation by Gov. Magoffin and resolutions and enactments passed by the Kentucky legislature. Broadside issued by Brig. Gen. C. F. Smith. Requests that all Confederate and Tennessee troops withdraw from Kentucky unconditionally or be expelled. Authorizes Gov. Magoffin to raise a force of not less than 40,000 soldiers.
