In his diary, Fairleigh writes on 14 March 1864 that Owings is "a determined Union Man ... but wonderfully down on the Administration about enrolling the negroes." He reports that the enrolling officer refuses to enlist black soldiers. On 17 April 1864, he writes that Gov. Bramlette is in Louisville to consult "regarding tile negro order." On 14 April 1864, Fairleigh expresses his opinion on the recruitment of Black soldiers, which he finds "all wrong."
